For the load combination of 0.9D + or - 1W, why do we take the negative as the critical value for design , even though there are higher positive values?

For the load combination of 0.9D + or - 1W, why do we take the negative as the critical value for design , even though there are higher positive values?

For example in etabs, for combination 3 the Pu= 6000 and in the upper combination Pu= 3000 but ETABS chose the 0.9D - 1W as the design combination.
